Rampart Investment Management Company promoted two to managing directors: Debbie Cancela, a senior vice president and the firm’s director of operations and chief compliance officer, and John Harrington, an executive vice president and director of investments. Before joining Rampart, Cancela worked with PanAgora Asset Management and Boston Co. Asset Management, a Mellon Financial company.
